When is it ok to start tilling a garden?

This is my first vegetable garden and I would like to know when is it a good time to start tilling? Should you till after a good rain and/or wait a day or two? How should the ground be overall before tilling?

When is it ok to start tilling a garden?
It should be just moist enough to hold together when you squeeze it into a ball but not wet enough to form clumps or stick to the tiller tines.

Reply:it should be moist, wait a few days after a rain. if its to wet it will turn to mud if its to dry it will be difficult to do
Reply:You don't want it to be real muddy you'll have a real mess..I'd wait a couple days after the rain so it will be easy to work with but not too wet.
Reply:As soon as the ground thaws, but make sure the ground is a little wet.
Reply:Thawed and dryish to slightly dampish
